Generally, amenity=shelter + shelter_type=lean_to are assumed to be free to use, but in some countries (most notably Denmark, but also Sweden and to less extent elsewhere - see fee and reservation overpass), they very often require fee to be payed, and even prior reservation.
See Zverik/every_door#794 or streetcomplete/StreetComplete#5611 for requests for it.

According to guidelines, it seems to be possible to only show some field like fee or reservation in some countries, and "🏝️ Local Presets and Fields" says that "when local tagging conventions exist or when presets only make sense for certain regions, presets and fields can be given a local filter", which seems to be the case there.

If people think that would be acceptable, I can give it a try to make a PR for that (although it does seem to be more complex)
