ORT boilerplate

I created a CI/CD-pipeline for OSS Review Toolkit in my sparetime, which I'm happy to contribute to SCS:

• https://github.com/itrich/ort-docker builds a Docker image and pushes it to GitHub's container registry https://ghcr.io
• https://github.com/itrich/ort-action is a re-usable GitHub Action that pulls the above generated image and runs the toolkit on the given repository
• An example can be found in my fork of the scs-website: https://github.com/itrich/scs-website

Just let me know if I should move this to the SCS organization and continue contributing here rather than in my private namespace.

By the way, I would like to thank @sschuberth and the whole ORT community for all the efforts to build this minimal pipeline. Thank you 🙏

As discussed today in Team OPS & IAM meeting, I transfered my private repositories to the SCS namespace. The docker image is now published as package in the GitHub Container Registry and can be used by the ORT action in every repository. Contact me if you have any questions on how to use the action in your codebase.
