Return the audio playback speed in the timing mode

Previously in the osu! editor you could change the audio playback speed in the timing mode, and it helped a lot to precisely set the moments in the music and get in the rhythm. Now that you don't have that option, it's hard to listen to the right moment and know if you've hit the beat exactly. I suggest bringing back the playback speed control. This will greatly improve timing for mappers.
