Synchronize DAOs for all finding aid items

Summary

Currently private items have no DAOs - after #6512 they should be creating them. We should synchronize DAOs for all finding aid items so that they're accessible for re-processing tasks.

Impact

This issue is blocked by #6512. It's necessary to unblock re-processing work done by archivists.

Sudden Priority Justification

Until this is fixed records will continue to become orphaned, the efforts we took to digitize them wasted and making them inaccessible to patrons. There aren't any large reprocessing projects coming up, but they can come up suddenly.

Acceptance Criteria

• All finding aid items in Figgy have a DAO in ArchivesSpace.
