Feat(Alerts): Support dimension criteria #5755

We should support the ability to set criteria's on dimensions for Alerts.

AC:

Add dimensions available from the data tab to the current Measure dropdown
The only available value in the "value" dropdown should be: value
We will treat all dimensions as text and thus have a set text operators: Includes, Starts With, Ends With and Equals. All comparisons should be case sensitive.
