This provides a convenient way for users to update parameters while the driver is running.

Pan, tilt and zoom are supported in dynamic reconfigure.
The focus and brightness are related to... having them enabled in the camera in manual mode, I believe (I haven't used them yet). Is this still a need, or is just an old issue?
