It's really annoying to have captions always on.

I don't have much time at the moment to work on this, but if someone wanted to do this it wouldn't be too difficult. The cc_load_policy player var in youtube.html would need to be determined from a client convar in Lua.

I'd do it but I know nothing about JS nor how to implement Lua functions into it from GMod
