gifsicle has something similar. but there it is not brought to mind. cuts only on two sides.

gifsicle has an open issue to fix & a workaround for its transparency cropping using its many switch functions (best list I found starts around line 130 @ https://github.com/kohler/gifsicle/blob/master/src/support.c#l130 or in detail @ https://github.com/kohler/gifsicle/blob/master/gifsicle.1) which might be inspiring for further oxipng features.
