prefixing path to a service by its version at pre-processing?

I asked in #2233 How I could expose my api versioned at different base urls. The good folks in smithy4s pointed out disneystreaming/smithy4s#1481 (reply in thread) that this is perhaps something that could be done via model pre-processing.

So thought I'd ask here if that's possible and to get pointers as to where to start with this.
