[Test Gap][RoCEv2 & MACSEC][<T2>]<Add support for RoCEv2 and MACSEC in Snappi>

Test Gap Description

Currently there is no support for testing features like RoCEv2 and MACSEC using Snappi. Workaround is to test these features by using ixnetwork_restpy.

Test Plan

New cases which are being developed for MACSEC and RoCEv2 will need the feature support in Snappi.

Test environment

Applies to all hardware.
