Should Mise include a manifest editor?

Adding a manifest editor to Mise has some obvious value but would be a big feature. It is definitely not in near-term scope, but since it's been raised by a couple of stakeholders so I want to record it here for future discussion/planning purposes.

One of the things we deal w/ with manuscripts a lot is the ability to reconfigure manifests e.g. reorder canvases, create ranges, combine canvases from multiple manifests

Another stakeholder verbally asked me:

I use manuscript fragments a lot. Will there be a way for me to assemble those into a new resource?
