FEATURE_REQUEST: MAX_CONCURENT_TMPDIR2

not sure how easy to implement, but in the same way there is a max_concurent_phase_1, would it be possible to limit the number of concurent plots accessing the tmpdir2 at a given point in time. This is when the tmpdir2 itself has limited space...
