Potentially Unclear Link Purpose within Test Queue Item

This issue stems from PAC's "ARIA-AT App Screen Reader Accessibility Observations" document:

Once a test plan has been assigned, its name in the " Test Plan" column becomes a link. This link has the same destination as the "Start testing" link in the "Actions" column, but this isn't immediately clear without activating both.

Since the affordable actions are otherwise grouped within the "Actions" column (apart from potentially assigning a tester (see #378), could each row not do without the test plan name becoming a link? Having it remain clear text would in this case reduce ambiguity.
