Consider creating a non-applicable example for children img elements of a button under Image has non-empty accessible name #254

Since some controls like buttons can only have presentational children, we may want to add a not applicable example of an image without an accessible name to the rule "Image has non-empty accessible name". Generally, any alternative text or lack of alternative would impact the accessible name of the parent control such as button.

Today, there is inconsistency in testing tools on this situations.
