Currently we have two seperate libssh wrappers in the roboRIO team number setter and Datalog tool. The addition of a deploy tool would likely mean a third wrapper on top of libssh.

Instead of this we could create a small libssh wrapper with the features used in these tools to reduce the duplication among these projects.
