Register API Mediation Layer with z/OS Registration Service

Is your feature request related to a problem? Please describe.
API Mediation Layer is intended to be run once in Sysplex in HA deployment (e.g. HA instance of Zowe). At the moment as a user I have no meaningful way to find out whether API Mediation Layer is already running on my system.

Describe the solution you'd like
When API Mediation Layer starts, it registers with the z/OS Registration Service.

Describe alternatives you've considered

• Creation of file in standardized location.
• Issuing different SMF records to be searched for.
