zwe support should use configmgr

Customer is using combine config like FILE(asdf):FILE(qwer):PARMLIB(ZOWE.PARM(YAML))
zwe support is shell only and not able to process combine config.

Working command for zwe support -c 'FILE(asdf):FILE(qwer):PARMLIB(ZOWE.PARM(YAML))'
