ZWE Integration Test Framework

As part of a broad review for test cases in critical areas as started in #3519, we identified that zwe test coverage was insufficient given we primarily test "happy-path" installation and configuration scenarios, and in the current playbook framework adding large numbers of test cases covering a larger spread of scenarios wasn't really feasible given the test execution time.

A new test framework will be built which allows us to define more zwe test cases and improve our coverage.
