This PR will be split into two main changes:

  1. Separate the exception mapper logic into multiple classes for Core API v3, Core API v2, and CCompat v7.
  2. Update the Core API v3 to use RFC7807 formatted problems, leaving Core v2 and CCompat v7 alone.
