Importer la BDD du Drupal 7
Éditer le fichier conf/drupal/default/settings.local.php

$databases['migrate']['default'] = [
  'driver' => 'mysql',
  'database' => 'drupal7_prod',
  'username' => 'root',
  'password' => 'root',
  'prefix' => '',
  'host' => 'mysql',
];

Activer le module drupalfr_migrate_d7

drush en drupalfr_migrate_d7 -y

Lancer l'import

drush migrate:import drupalfr_user_d7
