What this PR does / why we need it:

Note that this is a draft PR, for now. This effort is being put on hold briefly, pending figuring out some xoai mods. But everything appears to be working when built with a locally-patched xoai library.
Note that the extra support in the xoai library is only needed for the part 2. as specified in the issue: harvesting via ListRecords; part 1. - using the OAI identifier as the persistent identifier for the harvested dataset - is fully implemented already.
