This pull requests adds Debian/Ubuntu and RPM packaging files for ripe-atlas-cousteau, allowing packages to be installed by the operating system's package tools for better dependency management. The pull request also contains an update for the Travis CI configuration to test building and installing the packages for all up-to-date versions of Ubuntu, Debian and Fedora.
