Upgrade failed due to browser packaging problems. We could not find a quick fix and have rolled back the IoT SDK's dependency in the meantime. In order to unblock CRT releases, I'm rolling back the change until we have time to address the browser module and testing issues that this uncovered.
There are a few fixes (typing, buffer conversion) that got uncovered during the upgrade that I have not rolled back.
