Since https://review.typo3.org/c/Packages/TYPO3.CMS/+/60520 metaTag- and titleTag- caches are no longer written into the pages cache.
Update of typo3-console is needed in order for ext_localconf (cache definition) is loaded during extension installation.
…and improve type safety.
rsaauth is not needed since TYPO3 v10.
…and restrict to ddev-only testing to simplify the test setup.

qbus/nginx-cacheis moved tobnf/nginx-cachedue to maintainance now being done by myself.Also the code is refactored to share some code, use dependency injection and run tests via ddev, also on github.
