Blobstore component supports Uniform Bucket Level Access (UBLA) permission to buckets on GCP.
An explanation of the use cases your change solves
GCP Assured Workloads type of landscapes restricts the blobstore access to UBLA only: the fine-grained, aka ACL, the cloud_controller_ng support is not allowed.
