Can this run as part of MSBuild process?

I am not sure if I am using this correctly, but I am trying to have this work in place of the SDK Pack target. I included the PackageReference in all of the projects referenced by my top project and have the true tag. When I attempt to build the project I am getting the following error output:

Confirm that the <UsingTask> declaration is correct, that the assembly and all its dependencies are available, and that the task contains a public class that implements Microsoft.Build.Framework.ITask. 1>Done building project "****.csproj" -- FAILED.

Is my usage incorrect or am I missing something?

After a restart of my computer, it appears to be working as I expected it to and now my build and packaging are working. Thanks,
