Enable sphinx internationalization support and manually import the previous czech translation work (but needs to be reviewed). The czech translation files (.po) can now be edited in : - locale/cs/LC_MESSAGES/ and the doc build with : - make -e SPHINXOPTS="-D language='cs'" html

This merge request (build on top of my previous one) enable the internationalization
support of Sphinx and bring back the czech translation done in another repo in sync with the main documentation repo.
I've done my best to copy all the text but mistakes can happen and the czech repo started to fall behind the main docs. ALL .po files should be reviewed and edited by a czech speaker (as I'm not).
With this merge request it will be easier to resync the translation work as the documentation evolves, and I'll be able to start working on a french translation.
