We now have a page showing who's using clumsy.

0.3 binaries are identical to 0.3 RC4 which has been out for 1.5 years.

• increase upper bound of lag to 15s
• switch to zig 0.9.0 to build shipping binaries
• provide 3 binaries each uses different WinDivert signs

• switch to genie and msys2 for build
