Solves #5
Reduce tags to only supported base images. The currently supported versions are

Each of these can be referenced from the higher-level tags
1.0and1.5, and the higher-level tags will follow patch version upgrades, so I left tags1.0and1.5(and1) instead of1.0.5and1.5.3.1.0is the long term supported version of Julia, and1.5is the latest minor releases.The other devcontainer images also have only such higher-level tags.
