Enables encryption at rest for Linux and MacOS

Now expects an HAPP built with HDK v0.0.152 and HDI v0.1.2

Note: no longer manages the lair-keystore binary internally, that is now handled within the same process as holochain-runner

Known issue: you CANNOT pass a relative path as the keystorePath option, the binary will error. You must pass an absolute path, e.g. /Users/username/some/path. This is being worked on.
