Details
There are couple of things addressed in this PR:
rush alert. This command mainly interact with rush alerts feature. In this PR, we support a new flag--snooze, which let users to snooze the alerts notification for today.rushVersionfield in the alerts state file. This is to identify which rush version generates this state file, to prevent malfunction.How it was tested
