[openimageio] Update to 3.0.0.3

Fixes #42166.
1.Remove patch fix-openexr-dll.patch.
2.Merge patch fix-dependency-libraw.patch into fix-dependencies.
3.Fix the following errors

CMake Error at src/cmake/externalpackages.cmake:132 (get_target_property):
  get_target_property() called with non-existent target
  "OpenColorIO::OpenColorIO".

4. Fixed the function modification adaptation problem in theia calling the latest version of openimageio.
   error C2664: 'OpenImageIO_v3_0::ImageBuf OpenImageIO_v3_0::ImageBufAlgo::make_kernel(OpenImageIO_v3_0::string_view,float,float,float,bool)': cannot convert argument 1 from 'OpenImageIO_v3_0::ImageBuf' to 'OpenImageIO_v3_0::string_view'

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version.
• Any fixed CI baseline entries are removed from that file.
• Any patches that are no longer applied are deleted from the port's directory.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Only one version is added to each modified port's versions file.

All feature and usage test passed with x64-windows triplet.
