Hello,

This adds a new module for Vim help files.

Here is a TODO list to be ready for review:

  • Better handling of tag-only lines.
  • Add a warning about the maximum number of characters (Unicode) per line.
  • Recognize headings (or enumeration items).
  • Tidy and lint codes.
  • Add tests.
  • Improve POD of this module.
  • Update links in documentation.
