This is highly experimental and I'm not sure I'll merge this, but this is a dump of my current progress.

TODO:

figure out how to pass macros (NPY_TARGET_VERSION)
simplify numpy.include() if possible
clean up setuptools-specific stuff (setup.py)
reinstate GPGI_PY_LIB if I can
