As part of the effort to improve testing of release processes, we talked about the following issues:

[release] builder integration test succeeds on main but fails on release prep #11607
[CI] Contrib tests should also test updated mdatagen #11167
Ensure builder changes are tested against release pipeline before the release is made
Have automated make update-otel runs
- Split make update-otel into updating stable modules (fully automatable) and beta modules
Have nightly builds that trigger the full release process
