As part of our effort to improve the release process, we want to improve the release guidelines. In particular we want to:

Add note or automate deleting workspace files when running make update-otel manually
Explicitly note that we should mark issues in one release as release blocker issues for this or the next release
Remind release manager to open a thread in #otel-collector-dev and update with issues about the release
