Increase visibility of the Collector release process

As part of the effort to improve the release process, we want to get more visibility into the release and the issues that we find. Some initiatives for this are:

• Move discussion of releases to a thread in #otel-collector-dev
• Collect automated stats regarding the release and post them publicly
  • Time-to-release for each step in the process
  • Number of release blockers found
