[CI] build-dev skip registry check, and check-links tweak

• Ignores registry checks in build-dev workflow
• Contributes to [i18n] Link-check failures due to missing heading IDs #5555:
  by addressing a missing check in check:links, a check which would have caught

  • Adds fix:htmltest-config so that it can be run from GitHub, it was renamed from update:htmltest-config
