For the paper affiliation, I wasn't aware that anything beyond the University was required, as the current example has primarily the institution (and that the author is a fellow) and I've submit about ~6 papers with no affiliation beyond Stanford University. However I learned in this review that the expectation is to have a complete department, institution, state, and country. I didn't find this anywhere in documentation or examples, so if the writer of the paper is expected to have it, he/she needs to have it clearly stated. This PR will do that - updating the example to include it, and adding the note in the list of required elements.

Is the CI for this working, or did the edits to the text really cause the failures?

I don't believe this is a JOSS requirement. I know @kyleniemeyer likes it but I don't think JOSS requires it :-)

I do prefer to see a complete affiliation, to match what other journal articles require/expect. But I guess not everyone else agrees...

I think asking for more doesn't hurt, if anything it would make reviewers lives easier that do have this preference. Some subset of users / reviewers that don't require it would likely not even notice the change to the documentation. I can see adjusting the language a little bit to soften that it's not a hard requirement, e.g.,

While it's not a hard requirement, we suggest including including department (when appropriate), institution, city, state, and country (or similar). Some reviewers have preference for this complete set of information, and will ask you to update your submission accordingly.
