Context Milestones

Milestone 1:

"Fuzzy" contexts of only "HIGHRISE", "MIDRISE", "LOWRISE", "INDUSTRIAL" and "RESIDENTIAL". we will still have multiple context assignments but the context's boundaries will fuzz out to the contexts around it.

Milestone 2:
