New layout for Brand Alignment

This new basic layout will allow for us to update the UofA Library website and complete our Brand Alignment project (project proposal).

Release also adds some very basic tests to our custom profiles controller for our staff pages.

Also removes the "units" controller action in this controller as we have no corresponding route or views for this (so was never being used previously)
